The Municipality of Paralimni – Deryneia, as part of the organization of the Christmas Lighting Ceremony for the Municipal District of Paralimni, which will take place on Sunday, November 22, 2026, at Agios Georgios Square in Paralimni, is seeking proposals/expressions of interest for a well-known male or female singer or singers or a musical group to organize a concert with a total duration of at least one (1) hour and thirty (30) minutes (ninety minutes), as a continuous program.

In addition to the artistic performance, the bid must include full sound and lighting coverage for both the concert and the entire Christmas Light Festival program, in accordance with the terms and technical requirements set forth below.

1. The concert/performance will take place in front of an audience at Agios Georgios Square in Paralimni, in the Paralimni Municipal District of the Municipality of Paralimni – Deryneia, on Sunday, November 22, 2026, as part of the Christmas Lighting Ceremony, from 6:00 p.m. to 10:00 p.m., on a stage to be designated and provided by the Municipality of Paralimni – Deryneia.
2. The bidder is required to attach to the proposal a recent, signed authorization from the artist himself or herself or from his or her legal representative, such as, for example, the record label or the artist’s official representative office.
3. The expression of interest must clearly state the duration of the concert, as well as all the individuals or artistic groups that will accompany the singer or musical group, specifying the musical, dance, or other artistic performances, as well as the duration of each individual’s performance.
4. The total net stage time of the headliner(s) or the headlining band must not be less than ninety (90) minutes, in a continuous performance with no scheduled intermission.
5. The artist or artistic group must perform live on stage and may not use a pre-recorded musical accompaniment (playback).
6. The final bid price must include, without exception, all expenses required for the organization and presentation of the concert, and specifically: the fee for the singer or musical group, fees for musicians, collaborators, accompanists, and technicians, artistic direction and production, full sound coverage, full lighting coverage, meals, lodging, transportation and local travel, airfare or other tickets, income tax, any applicable tax withholdings for foreign artists, whether individuals or legal entities, copyright and related rights, PRS and/or any other public performance licenses for music, any other taxes or fees that may arise, as well as any other claim or expense related to the arrival, stay, preparation, presentation of the artistic program, and departure of the artist and his or her collaborators.
7. No additional financial claim will be accepted after the award of the bid for withdrawal that could have been foreseen at the time of its submission.
8. The bidder is solely responsible for providing full sound and lighting coverage for the event, in accordance with both the requirements of the artist or artistic group and the requirements of the Municipality of Paralimni – Deryneia for the entire Christmas Light Display program.
9. The sound and lighting services provided cover not only the headliner’s concert, but the entire artistic and ceremonial program of the event before, during, and after the lighting ceremony.
10. The bidder must supply, install, operate, and dismantle all necessary professional equipment at its own risk and expense.
11. Πέραν του εξοπλισμού που απαιτείται βάσει του τεχνικού rider του καλλιτέχνη / καλλιτεχνικού σχήματος, η ηχητική και φωτιστική κάλυψη πρέπει κατ’ ελάχιστον να εξυπηρετεί τις ακόλουθες ανάγκες του υπόλοιπου προγράμματος της εκδήλωσης: δύο (2) ασύρματα μικρόφωνα για ομιλίες και παρουσιάσεις, δύο (2) ασύρματα μικρόφωνα κατάλληλα για τραγούδι, τα απαραίτητα stage monitors / monitors για τις ανάγκες των συμμετεχόντων και του καλλιτεχνικού προγράμματος, την ηχητική κάλυψη και αναπαραγωγή μουσικής για δύο (2) χορευτικά προγράμματα, με δυνατότητα αναπαραγωγής μουσικών αρχείων από USB ή άλλο ψηφιακό μέσο,
    ε) την πλήρη ηχητική κάλυψη χορωδίας, με διάθεση και εγκατάσταση δέκα (10) πυκνωτικών μικροφώνων (condenser microphones) και όλου του απαραίτητου συνοδευτικού εξοπλισμού, βάσεων, καλωδίων, μίκτη και λοιπού τεχνικού εξοπλισμού, Laser RGB ισχύος μικρότερης των 5W (<5W RGB), κατάλληλο για τη δημιουργία σχεδίων, σχημάτων και γραμμάτων, με όλο τον απαιτούμενο εξοπλισμό χειρισμού και σύμφωνα με τις ισχύουσες απαιτήσεις ασφαλείας, τεχνική υποστήριξη, λειτουργία και συντονισμό του ηχητικού εξοπλισμού από επαγγελματία ηχολήπτη, καθ’ όλη τη διάρκεια της εκδήλωσης, τεχνική υποστήριξη, λειτουργία και συντονισμό του φωτιστικού εξοπλισμού από επαγγελματία φωτιστή, καθ’ όλη τη διάρκεια της εκδήλωσης, και την πραγματοποίηση Lightshow κατά τη στιγμή της Χριστουγεννιάτικης Φωταγώγησης, με αξιοποίηση και συντονισμό των υφιστάμενων φωτιστικών σωμάτων / φώτων της εκδήλωσης, σε συνεργασία με τους αρμόδιους εκπροσώπους του Δήμου.
12. The bidder is responsible for ensuring that the sound and lighting system to be installed is adequate for the dimensions, requirements, and capacity of the event venue and provides sufficient, high-quality coverage for the audience. The Municipality of Paralimni–Deryneia may appoint an expert or technical consultant to verify that the equipment provided complies with the requirements of the request for proposals and the technical rider.
13. The bidder is required to provide any additional power supply equipment necessary for the safe and uninterrupted operation of the sound and lighting equipment, namely a generator. It is understood that the bidder shall, at its own expense, ensure the timely procurement of any required certificate of suitability from the competent authority or agency.
14. The bidder is responsible for the safe transport, installation, operation, storage, and dismantling of all sound, lighting, and other technical equipment.The bidder must also take all necessary measures to ensure the safety of the public, participants, and employees during the installation, operation, and dismantling of the equipment, including any required fencing or isolation of technical facilities.
15. The bidder is responsible for providing sufficient staff to ensure the security and safekeeping of the technical equipment it will install on site, both before and during the event, as well as after the event has concluded.
16. All sound technicians, lighting, and other technical equipment, as well as any other person working on behalf of the bidder for the purpose of the event, must comply with all applicable health and safety regulations and with any instructions issued by the Municipality of Paralimni – Deryneia or any other competent authority.
17. The bidder must, where required, provide the required health and safety plans and any relevant certifications required by applicable law.
18. The Municipality of Paralimni–Deryneia will provide the venue for the event, the stage to be used, space to be used as dressing rooms, and security for the headliner or performing group during the event.
19. The Municipality will not provide sound or lighting equipment for the concert or the rest of the artistic program, apart from the existing lighting fixtures/installations that will be used, where possible, for the light show.
20. It is understood that the term “well-known artist” refers to a singer or musical group with a recognized and significant presence in Cyprus and Greece and, preferably, abroad as well, with significant and recognizable musical hits, a well-established discography, concert activity, a presence on music streaming services such as Spotify and Apple Music, as well as recognition through the mass media and social media. The artist or musical group must have a repertoire consisting predominantly of Greek music.
21. The Municipality may, for the purpose of verifying the above, request an official discography, recognized musical hits, evidence of concert activity, participation in major events, appearances on radio, television, and digital platforms, data on audience reach or online impact, as well as a representative list of recent performances.
22. Expressions of interest must include the full legal details of the interested parties, specifically: the full name of the company or individual, the company registration number (if applicable), the VAT number, the country of registration of the company or individual, as well as all details of the person or legal entity to whom payment will be made by the Municipality of Paralimni–Deryneia.
23. Expressions of interest must include complete, detailed, and clear technical specifications and requirements for audio (audio rider), lighting (lighting rider), and/or stage (stage rider) for the artist or artistic group.
24. It is essential to include all technical requirements. Substantial changes or new requirements that were not disclosed at the time of proposal submission will not be accepted after the contract is awarded.
25. Expressions of interest must include, in writing, any other requirements the artist or artistic group may have. Any subsequent requirements that were not included in the proposal and are not requested by the Municipality of Paralimni–Deryneia in this call for proposals will not be accepted.
26. Any other individual offers not requested in this call for proposals will not be accepted nor included in the final price, such as advertising sponsorships or promotional packages in the mass media or on social media.
27. The Municipality of Paralimni–Deryneia reserves the right to request any additional clarifying information or documents from the applicant/bidder, who is required to submit them within the deadline specified.
28. The singer or musical / artistic group to be nominated is not permitted to participate in any other public concert or musical event in the districts of Larnaca and Famagusta for a period of ten (10) days before and ten (10) days after the scheduled concert, that is, from and including November 12, 2026, through December 2, 2026.
29. Proposals must be submitted in writing in a sealed envelope marked: “PROPOSAL FOR AN ARTIST FOR THE CHRISTMAS LIGHTING CEREMONY IN PARALIMNI ON 11/22/2026” in the bid box located on the ground floor of the Paralimni–Deryneia Municipal Hall, 6 Antonis Papadopoulos Street, 5282 Paralimni.
30. The deadline for submitting proposals is Monday, October 5, 2026, at 12:00 p.m.
31. Each bidder may submit more than one (1) proposal, with each proposal submitted in a separate sealed envelope.
32. For each proposal, interested parties are asked to complete and include in the application package the relevant form titled: “Expression of Interest for an Artist/Artistic Group for the Christmas Light Display Event in Paralimni, to be held on Sunday, November 22, 2026, in the Municipal District of Paralimni, Municipality of Paralimni – Deryneia,” along with all the required supporting documents listed therein. Submission of all required documents is considered essential.
33. The successful bidder must, upon request, sign a relevant agreement with the Municipality of Paralimni–Deryneia before the concert takes place.
34. Upon signing the agreement, the Municipality of Paralimni may request the presentation of – Deryneia, a bank performance bond in the amount of one thousand euros (€1,000) and/or a Letter of Performance Guarantee, in accordance with the terms to be determined by the Municipality. The relevant guarantee will be returned following the successful completion of the concert and the fulfillment of all obligations by the successful bidder.
35. The Municipality of Paralimni–Deryneia is not obligated to accept the lowest or any other expression of interest.
36. The Municipality of Paralimni–Deryneia reserves the right to request clarifications or additional details regarding any proposal submitted.
